Once you've logged in, click on the "Brand" icon on the left side menu. From there, you can add a new brand kit or edit an existing one if, for example, you already have a logo you want to continue using.

Technically - yes, but I don't recommend it. At the time of creation, the fonts used do not require Canva Pro, but this could change at any time. Use of the Brand Kit functionality does require a Canva Pro subscription. While it's not required to use the color palette, without it, using the colors will be a more difficult process that I wouldn't recommend.
